Exploring the Smart Power of the “Loyal” City

Chiayi City is located at the northern end of the Chianan Plain.
Bordered by Chiayi County, the Alishan Mountain Range lies
nearby to the east. The city features two major rivers, the
Bazhang River and Niuchou River, both of which run north and
south. The Tropic of Cancer passes near the southern end of
the city, while the city center features a flat topography with
some slight hills on the city’s east side. It is a small but
beautiful city.

Over the last 300 years, Chiayi City has alternated between
major and minor city roles. In the process of these ups and
downs, the city has been the site of many moving tales and
captivating stories. By observing the city’s history and charm
we can fully experience its vitality and beauty.

Chiayi was originally called Zhuluo. The city possesses a loyal
and righteous character, stretching back to when Taiwan was
under Dutch rule. In 1637, when the Dutch attacked Huweilong
(today’s Huwei in Yunlin) from Fort Zeelandia(today’s Tainan
City), the Zhuluoshan settlement sent hundreds of troops to
join the allied forces campaign. When the Lin Shuangwen
Rebellion broke out in 1786, Zhuluo City was beseiged for
nine months. Both sides suffered many casualties, marking it
among the fiercest battles fought on Taiwanese soil. The
people of Zhuluo helped the Qing troops to defend the city,
showing their loyalty and righteousness. Qing emperor
Qianlong was moved to tears,and thus changed the name of
the county from Zhuluo to Chiayi (meaning “praising loyalty”
). From this name, we can see Chiayi’s traditional loyal
character.

The interaction between the elements of time, people, and
space have intermingled to form Chiayi’s history. The
different periods of Chiayi City’s settlement have all left
behind their own distinguishing marks on the course of the
city’s magnificent development, including Chiayi’s role as
a lumber city, a Koji pottery center, an arts capital, the
home of rice wine, and a symphonic music city.

Chiayi City exhibits a number of historical high points, which
are the synthesis of Chiayi’s smart power:

☆ Zhuluo City became the first city built in Taiwan in the
Qing Dynasty. Walking through Chiayi’s neighborhoods,
temples, relics, historical buildings, or famous residences we
can appreciate the wonder of interacting with history.

☆ Chiayi City is situated at the entrace to Alishan and is the
starting point for the Alishan Forest Railway. Various
establishments related to the timber industry were all
established near the first train station of the Alishan Railway,
the Beimen Station, including the repair station, train garage,
log pond, thermal power plant, and the top lumber mill in the
East. A complete industrial chain was established that left
behind vestiges that can still be seen today. These industrial
images are very precious. Today, the “Alishan Forest
Industry Village” project is underway toturn the site into a
future tourist attraction.

☆ During the Japanese period, Taiwan’s first forest industry
agency was established in Beimen District. Special areas for
the subsidiary forest industries surrounded several streets
filled with forest industry office complexes, workers’
dormitories, and clubs. Taiwan’s first forest industry village
came into being as a result of the development of this
industry. Today, these historical buildings and cultural sites
still remain. The “Cypress Forest Living Village” project is
already underway, aiming to reproduce the landscape of the
streets and neighborhoods from a century ago to attract
tourists to the region.

☆ As a city worthy of the name “Holy Land of Democracy,”
Chiayi City established the first 228 Incident memorial and
memorial hallin Taiwan in order to cherish the memory of
those who lost their lives. Through the use of the works of
painter Chen Cheng-bo, the city is actively promoting art in
hopes of helping to heal the wounds of history.

☆ Chiayi City features a century-old tropical botanical garden
and a tropical germplasm park, which is very rare.The tropical
climate is brimming with life and vitality. If you want to enjoy
a forest stroll, you don’t need to climb to the top of a
mountain. Instead you can take a quick walk through the city
and enter the garden. There you can experience the joy of
nature up close and personal.

☆ The form and content of Taiwan’s Koji pottery has already
substantially merged with local life, developing its own unique
characteristics and differentiating it from the Fujian and
Guangdong styles. The legacy and popularization of this art
mostly began in Chiayi. Chiayi has become Taiwan’s source of
Koji pottery. To better appreciate Taiwan’s Koji pottery, begin
at Taiwan’s only museum devoted to Koji pottery. It is an
excellent place to learn more about this art form.

Chiayi is a city that is at once traditional and innovative,
fostering the development of music, fine arts, and Koji pottery.
Brimming with history and culture, the city deserves to be
flaunted. In recent years Chiayi City has initiated a new
cultural movement through symphonic music. Every year the
city holds indoor and outdoor symphonic band performances,
marching band and flag dancing competitions, symphonic
band music marathons, and other outstanding performances.
These performances have successfully linked Chiayi with the
world. Chiayi has represented Taiwan by holding the Asia
Pacific Band Festival and the World Association of Symphonic
Bands and Ensembles (WASBE) Conference, immersing the
entire city in beautiful music. Welcome to Chiayi City! Let’s
